[Archived] Coronavirus Food Assistance Program 2 for Livestock Producers

Are you a livestock producer whose operation has been directly impacted by the coronavirus pandemic? USDA is implementing updates to the Coronavirus Food Assistance Program for producers of agricultural commodities marketed in 2020 who faced market disruptions due to COVID-19. This is part of a larger initiative to improve USDA pandemic assistance to producers.

[This page has been archived.] The signup period for USDA’s Coronavirus Food Assistance Program 2 (CFAP 2) is closed. USDA’s Farm Service Agency re-opened CFAP 2 signup beginning April 5, 2021. Signup closed on October 12, 2021.

Agriculture Secretary Tom Vilsack announced on March 24 the U.S. Department of Agriculture will begin providing additional financial assistance to farmers, ranchers, and producers impacted by COVID-19 market disruptions. Resources for these payments were approved by Congress in fiscal years 2020 and 2021.

The original application period for CFAP 2 was September 21 through December 11, 2020. USDA re-opened CFAP 2 signup for all eligible producers beginning April 5, 2021. All new or modified CFAP 2 applications are due by October 12, 2021. Learn more at farmers.gov/cfap.

Eligible Livestock Commodities

Livestock eligible for CFAP 2 includes: beef cattle, hogs and pigs, and lambs and sheep. Additional specialty livestock commodities are also eligible, as described on farmers.gov/cfap2/specialty-livestock, and livestock raised by contract producers are eligible as outlined on farmers.gov/cfap.

All equine, breeding stock not raised by contract producers, companion or comfort animals, pets, and animals raised for hunting or game purposes are ineligible for CFAP 2.

CFAP 2 payments are available for eligible producers of livestock commodities categorized as price trigger commodities. Specifically, price trigger commodities suffered a five percent-or-greater national price decline in a comparison of the average prices for the week of January 13-17, 2020, and July 27-31, 2020.

CFAP 2 Payments for Livestock

For beef cattle, hogs and pigs, and lambs and sheep, CFAP 2 payments will be equal to the highest owned  inventory of eligible livestock, excluding breeding stock, on a date selected by the eligible producer from April 16, 2020, through August 31, 2020, multiplied by the Commodity Credit Corporation payment rate.

For beef cattle, payments will be equal to:

  • The producer’s owned inventory of eligible beef cattle, excluding breeding stock, on a date selected by the producer from April 16, 2020, through August 31, 2020,
  • Multiplied by the payment rate of $55 per head, up to $250,000 or 4,546 head per producer.

Operations can qualify for up to three payment limitations if they provide at least 400 hours of active personal labor, active personal management, or combination thereof with respect to the production of 2020 commodities.

  • Two payment limits = $500,000 or 9,091 head.
  • Three payment limits = $750,000 or 13,636 head.

For hogs and pigs, payments will be equal to:

  • The producer’s owned inventory of eligible hogs and pigs, excluding breeding stock, on a date selected by the producer from April 16, 2020, through August 31, 2020,
  • Multiplied by the payment rate of $23 per head, up to $250,000 or 10,870 head per producer.

Operations can qualify for up to three payment limits if they provide at least 400 hours of active personal labor, active personal management, or combination thereof with respect to the production of 2020 commodities.

  • Two payment limits = $500,000 or 21,740 head.
  • Three payment limits = $750,000 or 32,609 head.

For lambs and sheep, payments will be equal to:

  • The producer’s highest owned inventory of eligible lambs and sheep, excluding breeding stock, on a date selected by the producer from April 16, 2020, through August 31, 2020,
  • Multiplied by the payment rate of $27 per head.
